StepsPower Grid

Step 3 starts when the Step 3 card is drawn from the plant stack, and it begins at the start of the next phase. From then on the market has only 6 plants, all biddable, with no future market. Every city holds 3 players' houses, the third house costs 20, and the right refill column applies.
