Update the Power Plant Market

In Steps 1 and 2, put the highest-numbered plant of the future market face down below the stack and draw a replacement; re-sort. Those plants gather under the Step 3 card and come into play in Step 3. In Step 3, remove the smallest plant in the current market from the game and draw a replacement.

With Middle East / South Africa: On the Middle East, during Step 2 put the two biggest future-market plants face down below the stack, one after the other, drawing a replacement after the first.
