The Three Steps

The game starts in Step 1 and moves to Step 2 and then Step 3, which change how many houses a city holds, how the plant market works and which refill column you use. Step 2 starts when a player connects enough cities and Step 3 when the Step 3 card is drawn. The game usually ends in Step 3 but can end in Step 2.
