Convene Woodfolk: Banish, Agitate, Empower

In Evening the Council takes back each card revealed in Birdsong, one at a time, and may use it: Banish (non-bird) battles at a matching assembly, but hits move the defenders to one destination it chooses, ignoring rule; it can't hit buildings or tokens and ignores rolled hits it takes, and the warlord, the Vagabond and hirelings can't take banish hits. Agitate (non-bird) spends the card at a matching assembly: 1 warrior to Loyalists, then flip that assembly to Governing if it's Closed. Empower (bird) rolls a die at an assembly and removes that many Council warriors there, either to Loyalists or for 1 point if it rules that assembly.
