Governing Assemblies, Entreat and Peacekeepers

HomelandRoot

At a Governing assembly enemies can't activate crafting pieces, or place, take, remove or flip pieces, except in battle (the Vagabond can't craft there). Entreat: on their turn, an enemy may flip any assembly to Closed any number of times; the Council then places any number of Loyalists there, or 1 warrior into its Loyalists. Peacekeepers: when an enemy attacks another enemy at an assembly, Council warriors defend too, taking hits only after the defender's warriors, with no ambushes or battle effects (not when the Vagabond defends). A Vagabond Allied with the Council attacking another enemy counts Council warriors as attackers.
