Fears Come to Pass and Negotiations

After an enemy attacks a defending Peaceful Enclave, or removes one outside battle, every Peaceful Enclave holding that enemy's pieces flips to Militant and gets 1 Diaspora warrior. Negotiations: once per turn, an enemy with pieces at a Militant Enclave may flip it to Peaceful; if another player rules that clearing, the flipper gives that ruler a card.
