TurmoilTerraforming Mars
When a Global Event lets the first player place a tile or raise a parameter, they get no bonus or TR for it; Volcanic Eruptions' 0 °C ocean is placed this way. If Snow Cover drops temperature below 0 °C and it's raised again, the 0 °C ocean bonus can happen a second time. A newly ruling party's Policy takes effect from the next Action phase.
