Dominant and Ruling Parties

The Dominant party is the one holding the Dominance marker, and it becomes the ruling party for the next generation. If another party ever has more delegates than the Dominant party, it becomes Dominant and takes the marker; a tie does not move it. When a new government forms and parties tie for most delegates, the marker goes to the first of them, counted clockwise from the party that just became ruling. The ruling Policy tile is active only during the Action phase, and the Greens start as the ruling party.
