Production Has No Upper Limit
ClarificationTerraforming Mars
Production can go above 10 — use an extra marker to track it. Only M€ production can go below zero, down to a minimum of −5. Other production tracks can't be reduced below 0, so you can't play a card whose required production decrease you can't pay.
