Red-Bordered Icons Can Hit Any Player
ClarificationTerraforming Mars
An icon with a red border can target any player, including you. A red-bordered resource loss is optional, so you can play the card and skip that part. A red-bordered production decrease is mandatory, and if no other player has that production, you reduce your own.
