What Passing Actually Locks You Out Of
ClarificationTerraforming Mars
Taking no action on your turn means you pass, and you take no more actions at all for the rest of that generation — no cards, Standard Projects or conversions — while the others keep going. You still get your Production normally. Taking just 1 action is not passing.
