World Government Terraforming

In Solar Phase step 2 the first player, before the first-player marker shifts, acts as the World Government. They choose a non-maxed global parameter and raise it one step, or place an ocean tile. All bonuses go to the World Government, so no TR or other bonuses are given to the first player. The World Government may also raise Venus, and effects triggered on cards still apply.
