Solar Phase

The Solar Phase follows Production each generation. Step 1 checks for game end: if temperature, oxygen and oceans are all maxed, the game ends and final scoring begins with the normal plant conversion, and no further Solar Phase steps happen. Step 2 is World Government Terraforming, which needs Venus Next. Colonies adds colony production as step 3, and Turmoil adds the Turmoil phase as step 4; steps 1, 3 and 4 run without Venus.
