At game end, a city that was never completed scores 1 point per tile plus 1 per coat of arms — half its completed value — for the player with the most meeples in it. An unfinished city is also worth nothing to farmers.
With Inns & Cathedrals: An unfinished city with a cathedral in it scores nothing.
