Quarantines

Set up 4 Quarantine markers in the supply (6 with the Colonel). As an action, any player may impose a quarantine on their own city by placing a marker "2" side up, with no card; if all are out, move one from elsewhere. A marker blocks the next 2 cube placements or outbreaks in its city: the first flips it to "1", the second removes it. It blocks Infections, Epidemics, Emergency Events, Superbug Infections and Virulent Strain or Mutation effects. Only 1 marker per city; the Colonel and Local Initiative can also place them.
