State of Emergency Events

Advance Team: until your next turn, ignore 1 outbreak (the card stays in front of you, outside your hand limit). Emergency Response (play after an Epidemic): a chosen player moves, with permission, to the epidemic city and treats disease there before Infections. Local Initiative (Quarantine only): place a Quarantine marker in any city without one. Emergency Conference: every other pawn may move to a chosen player's city, except pawns held by Government Interference. Infection Rumor (before Infections): draw as many Infection cards as the rate, discard 1, return the rest, then infect with 1 fewer card; Resource Planning and Sample Delivery work as printed on their cards.
