Middle East Resupply and Market Update

Resupply with the Middle East refill cards, always refilling the stated amount of oil. If the supply has too few oil tokens, move tokens from the most expensive market space down toward the 1 Elektro space until you have the amount on the card; that space holds any number of tokens. Garbage and uranium prices can only fall to 2 Elektro. During Step 2, put the two biggest future-market plants face down below the stack one after the other, removing the first and drawing a new plant before removing the second.
