Step 2 starts at the start of the next phase after the Step 3 card is drawn for the first time, and connecting 7 cities does not trigger it. Shuffle the stack with the remaining plants and put the Step 3 card back face down below it, then continue the phase, drawing a new plant if needed. At the start of Step 2, once only, remove the two lowest-numbered plants from the current market into the box one after the other: remove the first, draw a new plant, then remove the second. Step 3 starts at the start of the next phase after the Step 3 card is drawn the second time.
