Set plants 18, 22 and 27 aside face up. Fill the resource market with coal on 1–8, oil on 3–8, garbage on 6–8 and uranium on 5–16, and use that map's refill card; no uranium is added in Step 1. At the start of Step 2 put plants 27, 22 and 18 on top of the plant stack with 18 on top, so 18 replaces the removed plant.

With The New Power Plants: Set 2: With Set 2, set aside ecological plants 17, 24 and 28 face up, and at the start of Step 2 put them on top of the stack with 17 on top, so 17 replaces the smallest plant.
