Action Phase — What Counts as an Action

Starting with the first player and going clockwise, each player takes 1 or 2 actions, then play passes on. The seven actions are: play a card from hand, use a Standard Project, claim a Milestone, fund an Award, use a blue card's action, convert 8 plants into a greenery tile, or convert 8 heat to raise temperature one step. The phase continues round and round until everyone has passed.

With Colonies: Trading with a colony is also an action.

With Turmoil: Lobbying is also an action.
