City Tiles

A city tile can't go next to another city, and like every non-ocean tile it can't go on a space reserved for oceans; Noctis City must go on its own reserved space. At game end each city scores 1 VP for every greenery next to it, whoever owns the greenery. The City Standard Project also gives +1 M€ production.
