MarsBot Track Actions

Track icons tell MarsBot to advance that tracker again, advance another track, gain the TR shown, terraform, claim a milestone or fund an award, and one action can set off another; icons for expansions not in use are ignored. It claims, free, an unclaimed milestone it qualifies for, choosing one you also qualify for, then the one you're closest to, then the leftmost. It funds, free, the award where it's furthest ahead of you (ties: leftmost). With 3 already claimed or funded, or none it qualifies for or leads, it takes a Failed Action.
