Where MarsBot Places Tiles

MarsBot's greenery goes next to as many of its own cities and as few of yours as possible, then it raises oxygen 1 step; its city goes next to as much greenery as possible; its ocean goes on any ocean space. It always follows the normal placement rules. Ties are broken by most adjacent oceans, then most placement bonus icons covered, then at random: flip a project card and count its cost through the tied spaces from the top left, row by row, looping as needed.
