Add the Venus Next MarsBot board (clear cube on 0), swap Lobbyists B06 for B15, and shuffle Government Intervention (B16) into each new action deck, generation 1 included. A Venus tag advances its Venus track, whose icons raise Venus 1 step (a Failed Action if maxed) or add a floater. At the end of each Research phase, if Hoverlord can't be claimed and MarsBot has 5 or more floaters, it spends 5 to keep its 4th drafted card (or gain a 4th card without drafting; a 5th on Brutal). Skip the Solar phase's World Government Terraforming. Hoverlord is unchanged and checked last; Venuphile uses its Venus track; Planner, Diversifier and Generalist use the changed requirements in the rules.
