Playing Cards
GeneralTerraforming Mars
To play a card, meet its requirement, pay its M€ cost (minus any discounts, with steel or titanium if the tag matches), then do its immediate effects in any order. You may play a card even if some of its effects can't happen: a maxed parameter, a resource with nowhere to go, or a removal you can't or won't make. A tile you can't place doesn't stop you playing the card.
