Building Before You Have a Network
ClarificationBrass: Birmingham
A Location card never needs a network at all — it always builds at the location named on the card. Only an Industry card normally needs a location already in your network. The one exception is per player, not a one-time event for the whole table: as long as YOU personally have no Industry or Link tiles on the board yet, you may still discard an Industry card to build in any location showing that industry's icon — so this still applies to the second, third and fourth player's first build too, even after another player has already built.
