The first two phases swap: each round is buy power plants, determine player order, buy resources, build, then Bureaucracy. In the first round the random order is rearranged normally in Phase 2 after buying plants. If no plant is sold in a round, remove the two lowest-numbered plants into the box and draw two replacements.
