Japan Setup

In Japan you can't use the Default Starting Cities variant. Fill the resource market with coal on spaces 2–8, oil on 4–8, garbage on 6–8 and uranium on 12–16, and use the Japan refill card. Against the Trust, its 6 houses may form two separate networks, with only 2 of them in starting cities, and a first house you place in a starting city places no Trust house because the Trust already started in one or two starting cities.
