Russia Passing and Step 3
From the second game turn, when a player passes instead of offering a plant for auction the first time in a turn, remove the smallest plant in the current market and replace it from the stack. At the start of Step 3, remove the smallest plant and the Step 3 card, leaving only 4 plants in the market, and you can choose among all 4. Resupply uses the Russia refill cards.
