Japan Two Networks
Each player may have two separate networks, each started in one of the six start cities (Fukuoka, Kobe, Osaka, Sapporo, Tokyo, Yokohama, depending on regions chosen). In the first game turn you may start 0, 1 or 2 networks, but never two houses in the same network, and each starting city has two first-connection spaces costing 10, with one house per player per city. From the second game turn you can freely connect other cities from one or both start cities. A network started later must also begin in a starting city, in Step 3 the third spaces (cost 20) open, and if all starting-city spaces are taken you play with a single network. Small cities have only two spaces, usable from the start (10 and 15) or only from Step 2 (15 and 20).
