Russia Setup

In Russia leave out the discount token and remove plants 06 and 14 before shuffling the plug-back plants. Randomly remove 6 socket-back plants (2 players), 8 (3 players) or 4 (4 players), put the shuffled plug-back plants on top and the Step 3 card below the stack. Draw 6 plants for the market, so only the smallest 3 are in the current market. Fill the resource market with coal on spaces 3–8, oil on 1–8 and uranium on 6–16, with no garbage at the start, and use the Russia refill card.

With The New Power Plants: Set 2: With Set 2, remove garbage plants 05 and 14 from the game.
