Northern Europe Nuclear Plants

You may bid on and buy a nuclear plant only if your network has at least one city in Sweden, Finland or the Baltic States. A player with cities only in Denmark or Norway, or with no cities yet, can't select a nuclear plant to start an auction or bid on one. Example: with Sweden (South) in play, plant 10 can be bought only by a player with at least 1 city in Sweden, Finland or the Baltic States. The Trust follows the same rule, and if the biggest (fourth) current-market plant is nuclear and it can't take it, it gets no new plant that turn.
