UK & Ireland Nuclear Plants and Step 2

You may bid on and buy a nuclear plant only with at least one city in Scotland, Wales, England or Northern Ireland; a player with cities only in the Republic of Ireland, or with no cities yet, can't select or bid on one. The Trust follows the same rule, and if the biggest (fourth) current-market plant is nuclear and it can't take it, it gets no new plant that turn. Step 2 begins after a player connects their 7th city (6 with 6 players) or when all available cities have been connected, because regions have different numbers of cities.
