When Card Requirements Are Checked
ClarificationTerraforming Mars
A requirement is checked only at the moment you play the card, never again after that. A card with a maximum requirement (such as "max 4% oxygen") can no longer be played once the parameter goes past it, even though the same card already in play keeps working.
