Robot City Building
The robot pays for every city by the normal rules, always takes the cheapest connection and breaks ties randomly. It chooses one city at a time and always finishes building and paying for it before the next. Its Phase 4 tile limits it: for example only as many cities as it can supply, never more than the first player, or 1, 2 or 3 cities by Step. On the Australia map it picks a new city by choosing a region at random, then a city in it at random.
