Robot First City Tiles

The First City tile says how the robot's first city is chosen in round 1. Last choice: the robot builds last and the last player chooses. Random choice: pick a region and then a city at random. Early choice for all: after the first plants, everyone picks a starting city in Phase 2 (not with 2 or more robots). Player's choice, Bidding choice (the winning bidder pays the robot) and Deciding choice (players alternately choose until one city remains) pick it in Phase 4.
