Robot Buying Resources

At the start of Phase 3 the robot redistributes its resources: each normal plant gets one production, then hybrids, then any left are spread again over the normal plants. On its turn it buys for a normal production of all plants (hybrids after normal ones, picking the cheaper resource), then follows its Phase 3 tile for anything extra. If it can't afford everything, it buys for the plants supplying the most cities; with equal prices it picks the resource with the lower refill number, then coal, oil, uranium, garbage. On the Korea map it always picks the resource market where it can get resources for the most cities.
