Who Decides for the Robot

Humans make all the robot's decisions, and the robot uses its rules exactly as written, even when that is not optimal. For random choices, one player takes two houses of each of several different colours, one pair per option; puts one on each considered city and keeps the others in hand, and another player draws one at random. "First (last) player" and "players" always mean humans, while "last in player order" includes the robot.
