Robot Plant Bidding
The robot raises by exactly 1 Elektro, up to its tile's limit and never above its money, and starts at the minimum bid if it chooses the plant. It never bids on a plant lower than its smallest, nor on a fourth plant if that would supply fewer cities than each of its three, and it ignores plants it can't afford; if it can supply 2 or more cities more than it has connected, it passes. After excluding plants, its Phase 2 tile says which interest it; with only 1 possible plant left it bids on it. When it buys a fourth plant it scraps its smallest and moves the resources onto its remaining plants. With cities only where nuclear plants are forbidden (Central Europe, Spain & Portugal) it never bids on nuclear plants.
