Industry Card With No Matching Space
ClarificationBrass: Birmingham
To build an industry in a location you need an undeveloped space there showing that industry, alone or shared with another; with none you can't build it there, except by overbuilding. An Industry card can instead build that industry in any other location in your network that has a matching space, or you can discard it for any other action.
