The Six Actions

Every action means discarding a card: Build places an Industry tile, Network places a Link tile, Develop removes tiles from your Player Mat to reach higher levels, Sell flips a Cotton Mill, Manufacturer or Pottery, Loan grants £30 at the cost of income, and Scout trades 3 cards for 2 Wild cards. Each action fully resolves before you start your next one.
