Bremen Districts
Bremen has flat district costs between adjacent districts instead of connection costs. After your first district, each new district must connect to one of your districts: pay the cheapest district cost(s) plus the cheapest building cost (8, 14 or 20) to the bank. District borders along the rivers Weser and Lesum are dotted and cost nothing extra to cross. Example (Step 1): Gröpelingen from Seehausen costs 25: 17 (9 + 8) in district costs and 8 for the first space. Small districts such as Findorff have only 2 spaces, so only two players can connect them, and against the Trust, while it has houses in its supply, connecting a new (empty) small district blocks it completely with your house and a Trust house.
