Manhattan Setup
Put the Step 3 card in the box, and plants 20, 22 and 37 with 2 or 3 players. Shuffle all the socket-back plants as the stack, then put 4 of the 13 plug-back plants in the box and the other 9 face down on the stack, and draw 8 in ascending order for the market. Fill the resource market with coal on spaces 3–8, oil on 3–8, garbage on 6–8 and uranium on 10–16, and use the Manhattan refill card, whose rates stay the same all game. The game runs only in Step 1.
