Bremen Step 2 and Game End
Step 2 starts at the beginning of Phase 5 after a player has connected 5 districts (4 with 6 players). The game ends immediately after Phase 4 when a player has connected 13 districts (2 to 4 players), 12 (5 players) or 11 (6 players). With 5 or 6 players the plant market runs out faster than on other maps, so buy only the plants you need.
