Manhattan Blocked Building Spaces

Every Manhattan building space holds 1 house. With 5 or 6 players all spaces are open; with 2 to 4 players block spaces with houses of unchosen colours (14 houses each of 2 colours with 2 or 3 players, 14 of 1 colour with 4). Mutually choose and block empty spaces costing 10 (3 houses), 15 (3), 20 (2), 25 (2), 30 (2) and 35 (2) per colour. Against the Trust it has 16 houses plus 1 for player order and blocks 6 more spaces: the starting player on 10, then the other player on 15 and 20, the starting player on 25 and 30 and the other player on 35. The other 10 Trust houses form a supply.
