China Power Plant Market
China has no future market: every plant is in the current market, and no replacement is drawn when one is bought, because the market is refilled only in Phase 5. In the first round put one plant per player in the market, lowest numbers first (5 and 6 with 2 players, 5, 6 and 7 with 3, and so on), and each player must buy exactly one. In later rounds of Steps 1 and 2 there is one fewer plant than players (2 with 2 players), so not everyone can buy. Against the Trust, after one player buys the first plant or the first player opts out, the Trust takes the second (bigger) plant, so one player gets no plant that round; if nobody buys, no plant is removed. At the start of Step 2 remove the smallest plant once and replace it from the supply; in Step 3 there are always 4 plants, whatever the player count, and a new plant is drawn whenever one is bought.
