China Setup

In China leave out the discount token and fill the resource market with coal on spaces 5–8, oil on 5–8 and garbage on 7–8, with no uranium to start, using the China refill card. Remove plants into the box by player count: 3, 4, 9, 11, 16, 18, 20, 24, 30, 33, 46 with 2 or 3 players; 3, 4, 11, 18, 24, 33, 46 with 4 players; 3, 4, 33 with 5 or 6 players. Build the stack from the bottom up: plants 36–50 shuffled; plants 31–35 (no 33) shuffled with the Step 3 card; plants 5–30 in ascending order with 5 on top.

With The New Power Plants: Set 2: With Set 2 the removed plants change: 03, 06, 10, 13, 17, 18, 25, 26, 31, 34, 35 with 2 or 3 players; 03, 06, 13, 17, 26, 31, 35 with 4 players; 03, 06, 31 with 5 or 6 players. Shuffle plants 36–50 at the bottom; shuffle the remaining plants numbered 32–35 (2 with 2 or 3 players, 3 with 4, 4 with 5 or 6) with the Step 3 card on top of those; put 04–30 in ascending order on top. The first round puts one plant per player in the market starting at 04 (04 and 05 with 2 players, 04, 05 and 07 with 3 players).
