In Steps 1 and 2, fill the market at the start of Phase 5 so it has one fewer plant than the number of players (2 plants with 2 players), adding at least 1 plant with 2 or 3 players, 2 with 4 or 5 and 3 with 6. If there are too many, remove the lowest-numbered into the box, and never remove the largest plant. Step 3 begins only in Phase 5: when the Step 3 card is drawn, remove it and the smallest plant, then draw until the market has 4 plants. In Step 3 each Phase 5 removes the smallest plant and replaces it, and resupply uses the China refill cards.
