Cheapest resources: it bids only on the plant needing the cheapest resources (highest number if several), up to the minimum bid +5. First choice: it buys the first offered plant at the minimum bid with no auction, and if it must choose the plant the first player decides. Most cities: only the plant supplying the most cities (highest number if several), up to the minimum +10. Highest number: only the highest-numbered plant, up to the minimum plus its connected cities.
