The Dominant party becomes ruling: change the Policy tile and apply the Ruling Bonus to all players. Return the former Chairman and all non-leader delegates of that party to the Reserve. The party's Party Leader becomes Chairman and gains 1 TR, the Dominance marker goes to the new Dominant party, and each player's Lobby is refilled to 1 delegate.
